As a Program Analysis Officer at the GS-0343-14, you will be part of Retirement Services. The Program Analysis Officer will oversee development, analysis, and enunciation of program policy and procedures, especially as it pertains to the operation of Federal Retirement under the Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) retirement programs.
Duties
Provides consultation and expert advice on major aspects of the CSRS and FERS retirement programs.
Makes recommendations spanning all aspects of the CSRS and FERS retirement programs and when appropriate, proposes policy changes through legislation, regulation, and internal guidance.
Conducts problem identification, planning, interpretation, and communication of the analysis process for projects.
Prepares analyses of pending or newly enacted legislation, regulations, or high-level policy decisions to determine their effects on CSRS and FERS retirement programs.
Qualifications
For the GS 14: You must have at least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or payband in the Federal service (obtained in either the public or private sectors) which includes all of the following:
1) Determining program goals, objectives, and challenges for evaluating the quality and effectiveness of Federal retirement under the Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) and other related benefits programs (PSHB, FEHB, FEGLI, etc); AND
2) Developing and implementing CSRS and FERS retirement processes and systems; AND
3) Conducting data analysis of CSRS and FERS retirement benefits to determine the impact on related programs and retirement processing; AND
4) Using qualitative and quantitative studies to promote the efficiency and effectiveness of CSRS and FERS retirement operations and programs
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS14 level.
