Duties
As a Program Analyst at the NH-0343-3 broadband level some of your typical work assignments may include:
Support test planning, readiness, data collection, and execution.
Support requirements develop and design of experiment to meet program requirements within Aegis Ballistic Missile Defense (BMD).
Support Program Objective Memorandum (POM) and Integrated Master Test Plan (IMTP) development to ensure test missions scheduled in the IMTP are adequately resources.
Support the budgeting, planning, and execution of ground and flight test missions. Represents test functional area at programmatic meetings requiring coordination for Aegis tests.
Responsible for managing cost, schedule, and performance of assigned assets, services and resources in support of test execution. Support development of testing requirements used to form the basis for Sea-Based Weapon System's IMTP inputs in support of production milestones and certifications.
Requirements
- Employee is required to obtain a Practitioner level certification in Test and Evaluation. Incumbent must obtain mandatory Back to Basics (B2B) certification within 60 months of entry into position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.

Qualifications
You may qualify at the NH-03 broadband level if you fulfill the following qualifications:
One year of Specialized Experience (SE) equivalent to the NH-02/GS-11 grade level in Federal service. SE statements will allow for applicants to meet at least two of the SE criteria rather than all inclusive.
Analyzing shipboard regional BMD mission operations.
Supporting a Navy Regional Missile Defense System (MDS) Test Program or equivalent to include test policy, plans, and controls, manpower and personnel, business and financial management, cost estimation, and/or contracts and acquisition.
Assisting in identifying, advising on, and developing appropriate missile defense test strategies traceable to Aegis BMD objectives and requirements.
Communicating and briefing senior leaders in the agency regarding Aegis BMD test planning and execution.
