Duties
As a PROGRAM ANALYST at the NH-0343-4 some of your typical work assignments may include:
Manages and leads the MDA/AB ASEV efforts in Japan, including activities to execute development, production, and delivery of the AEGIS Weapon System in accordance with MDA processes and subject to the terms of the Japan FMS Case.
Collaborates and coordinates activities with Missile Defense System stakeholders and stakeholders from other agencies within the Department of Defense to define requirements for an MDA technical contract. Serve as the Contracting Officer's Representative on an Agency-wide Technical contract.
Develops acquisition strategies and recommended courses of action for senior management consideration.
Represents the Agency at meetings of boards and committees. Develops and conducts presentations and briefings to other experts and to senior management.
Serves as a planner, analyst, and advisor to senior management on program cost analysis, life-cycle management, annual/multi-year and long range fiscal/program planning, and /or commercial issues for MDA acquisition programs.
Provides input into program assessments that serve as the basis for major milestone decisions. Assist is developing and providing detailed analyses of complex interrelationships of programs and appropriations to assist with cost analyses on information mission areas requirements and manpower utilization.
Supports the Program, Planning and Budget Execution System (PPBES) cycle to include providing input to the Program Objective Memorandum (POM) and Program Budget (PB). Develop and execute financial plans, analyze funding adequacy, resolve issues, identify budget alternatives and review findings. Tracks all aspects of financial execution.

- Employee must obtain and maintain a Critical Sensitive (Top Secret) Security Clearance.

- This is an Acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back to Basics (B2B) certification within 48 months of entry into position.
- This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of 3 years, in the Federal Service, in the Critical Acquisition Position
Qualifications
You may qualify at the NH-NH-04 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS13 grade level in the Federal service:
Experience planning, designing, and conducting detailed analyses of program plans and program alternatives.
Experience interacting with US and Foreign Governments; communicating clearly and effectively from the action officer level to the highest levels of government and industry
Experience developing acquisition strategies for new procurements

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
