Duties

As a Staff Specialist you will: Serve as an assistant to the Director, Commissioned Corps Personnel Office with independent responsibility, consisting of approximately 900 active duty commissioned officers assigned to the Centers for Disease Control (CDC) and the Agency for Toxic Substances and Disease Registry (ATSDR). Advise program officials, active duty officers, and applicants regarding procedures and application of rules and regulations on such diverse areas as medical and dental care, assimilation process, promotions, pay and allowances, awards, outside employment, leave administration, long-term training outside the Service, Soldiers' and Sailors' Civil Relief Act, and travel and transportation under the Joint Federal Travel Regulations. Serve as program administrator for Programs of critical importance to the Commissioned Corps which may include the awards, CCPO Website maintenance, Details, Overseas, GI Bill, EIS/PMR, DEERS Site Security, etc. Serve as primary contact to operating officials throughout CDC and ATSDR regarding special pays for officers in the medical, veterinary, dental, and nurse categories. Lead or participate in discussions, meetings and serve on work groups as required.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: advising employees/applicants on personnel matters (examples: medical and dental care, assimilation process, promotions, pay and allowances, awards, outside employment, leave administration, long-term training, Soldiers' and Sailors' Civil Relief Act, and/or travel and transportation); conducting training; and monitoring personnel data-tracking systems such as RAPIDS and DEERS. OR Have completed a Ph.D. or equivalent degree or 3 full years of progressively higher-level education leading to such a degree or LL.M., if related, from an accredited college or university. OR Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position. To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: managing personnel administration operations; developing and conducting training; and monitoring personnel data-tracking systems such as RAPIDS and DEERS. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
