The primary purpose of this position is to serve as a medical logistics analyst in support of acquisition phases of assigned systems, programs, or major equipment and provide doctrine, policy, and direction to Air Force units on management of contingency medical Unit Type Codes (UTC) and contingency supply chain operations. Duties

Serves as the focal point for planning, management, and coordination of life cycle logistics support for major contingency medical system or subsystem. Serves as a senior analyst for planning, management, evaluating, coordination and implementation of life cycle as part of Integrated Logistics System (ILS) for major medical systems or subsystems. Serves as a technical advisor on contracts. Serves as a senior representative and spokesperson in communicating program matters. Plan, programs, performs analysis, and develops policies and procedures for Air Force aero-medical evacuation mission area supply/material operations supporting combatant commanders, AF Medical Service, and MAJCOM Surgeon across the full spectrum of operations. Monitors, evaluates and coordinates the execution of various tasks associated with the Air Force Medical Operations Center during periods of contingency operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as medical operations and Aeromedical evacuation, war, mobilization, mission and airlift operations, deployment, acquisition, PPBS, special operations, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. Knowledge in designing and conducting comprehensive studies, and developing solutions to assigned portions of broad and severe command operational and contingency areas. Ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as Theater Aeromedical Evacuation System, war, mobilization, deployment, PPBS, exercise, acquisition, special operations, or similar operations. Knowledge of Air Force Medical Service (AFMS), command program, and medical logistics theories and principles pertaining to war reserve material (WRM) and its application in providing medical support for contingencies and aeromedical evacuation (AE) operations; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, material, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. Knowledge and skill of the major operational and logistics information systems such as: Defense Medical Logistics Support System (DMLSS), Joint Medical Asset Repository (JMAR), Medical Readiness Decision Support System (MRDSS), Logistics Force (LOGFOR)/Logistics Module (LOGMOD), Defense Medical Logistics Information System, Allowance Standard Management System, Air Expeditionary Force Reporting Tool, and the Joint Operation Planning and Execution System (JOPES). Knowledge of the application of Air Force military (medical logistics and Aero-medical Evacuation System) expertise as it applies to assigned programs; and assigned weapons systems. Ability to communicate effectively, both orally and in writing to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
