About the Position: This position is for a Management Analyst with the U.S. Army Materiel Command, DCS For Resource Management, G-8 Manpower Division at Redstone Arsenal, Alabama.
Duties
Advises on, reviews, validates, and develops or participates in manpower, workload, process, and/or organizational studies and analysis.
Participates in the Army Program Objective Memorandum (POM) process – creating, reviewing and/or submitting Schedule 8s or Changes Packages to reprogram manpower and possibly funding.
Participates in the Army Command Plan (CPLAN) process – updating, reviewing and documenting manpower changes on Tables of Distribution and Allowances (TDAs).
Analyzes manpower transactions to determine factors that caused changes to strength levels, develops audit trails to document and account for changes, and prepares recaps to ensure bottom line totals match Program Budget Guidance (PBG).
Determines and presents the AMC position in the form of briefings, reports, and information papers on manpower processes, organizational and workforce structure, manning levels and execution, and other matters of importance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance .
- TDY may be up to 5% or more.
- A one year probation period may be required.

Specialized Experience: One year of specialized experience which includes assisting in the management of organizational and force structures; determining and defending civilian and military staffing to meet mission requirements through models, studies/Change Management Plans (CMPs), and the Total Army Analysis (TAA) process; recommending resource policy or process improvements and manpower reprogramming actions through the Program Objective Memorandum (POM) cycle; documenting Tables of Distribution and Allowances (TDAs); providing analysis of programs and plans to ensure a fully operationalized workforce (manpower execution reviews); assessing and processing equipment requests; and serving as consultant to management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
