You will serve as a Management and Program Analyst in the Circuits Program Support Office, Utilities & Energy Management Branch, Public Works Business Line, of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic. This position is administratively attached to NAVFAC Atlantic but will be filled by a qualified candidate in the San Diego area.
Duties
You will coordinate the development of evaluative tools to improve project planning and execution.
You will oversee the planning, scheduling, and executing of projects concerned with the analysis and evaluation of programs and initiatives.
You will conduct program analysis to measure the effectiveness or efficiency of information systems application and operation.
You will interpret and apply laws, rules, regulations, policies, principles, standards, and procedures to program and management analysis activities (e.g., performing investigations, inquiries, reviews).
You will use qualitative and quantitative analytical needs to develop and execute continuous process improvement activities within an organization.
Requirements
- This position may require travel, up to 25% of the time, from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing CIRCUITS/Maximo Utilities Payments (UP) to capture, manage, analyze and display utilities meter data; 2) Developing processes to eliminate data gaps and verify meter data; 3) Maintaining CIRCUITS/Maximo Utilities Payments (UP) data in compliance with published policy and guides; and 4) Serving as a subject matter expert (SME) on matters related to CIRCUITS/Maximo Utilities Payments (UP) to identify deficiencies and develop solutions within complex information systems.
