About the Position: This position is located in San Diego, CA at Naval Medical Center, Directorate of ADMIN, Utilization Management.
The incumbent will provide comprehensive analysis of Commandwide utilization data and information, as well as research of industry standards, in order to benchmark and assess costs, quality and efficiency in the delivery of multi-functional command healthcare programs.

Duties
Identifies, develops, evaluates and recommends options to resolve substantive utilization issues.
Identifies data and information sources to be applied to the formulation of metrics to measure performance of specific utilization processes and programs.
Performs continuous statistical analysis of and trends resource utilization through the compilation and maintenance of clinic consult, referral, access databases and reports.
Supervises the daily operations of the Referral Management Center (RMC).
Develops and implements constructive recommendations to solve substantive management problems.
Develops analytical guidance and statistical support for optimization and recommends and implements solutions to improve the efficiency and effectiveness of RMC processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons. Hepatitis B immunization is required for all positions with direct patient contact.

Specialized Experience: One year of specialized experience which includes (1) utilizing various databases and healthcare systems to monitor the healthcare delivery processes within a medical treatment facility (MTF); (2) providing guidance and assistance to staff in mitigating risk management issues to ultimately improve the quality of care and; (3) advising on resource utilization to support command budgeting and planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
