The Primary Purpose of the Position is: direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, and a variety of related administrative matters in support of the Prosthetic and Sensory Aid Service (PSAS). The Organizational Location is: Administrative Section, Prosthetics and Sensory Aid Service, VA North Texas Health Care System Dallas, TX.
Duties
Duties include but not limited to:
Coordinates personnel actions, maintains personnel-related records, establishes performance standards/competencies, recommends performance ratings, writes position descriptions, provides human resource advisory services to managers, and handles matters involving recruitment, promotion, awards, position classification, training, counseling, disciplinary actions, grievances, etc. Prepares resource requests, recruitment ads, and manages all aspects for employee recruitment for the Service. Approves and certifies timecards and provides guidance to staff regarding tours of duty and overtime, and selection of candidates for nonprofessional positions. Supervises prosthetic staff as assigned by the Chief of PSAS to include but not limited to purchasing agents, assistants, volunteer, CWT etc.
Conducts staffing studies and makes recommendations for improvement. Prepares reports, audits, and correspondence. Writes white papers, responses to congressional inquiries, suspense's, PATS inquiries, Veteran inquiries. management reports, policies and procedures, statement of work, and scorecards/dashboards utilizing statistics, trend analysis, decision trees, forecasting techniques, feasibility studies, etc.
Provides primary technical and administrative supervision for service Purchasing Agents (Prosthetics) GS-1105-5/6/7, Prosthetic Assistants GS-0303-05, volunteers and CWT. Selects or recommends selection of candidates for vacancy, promotion, details, and reassignment in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Incumbent is responsible for assisting in position management, requesting funding for the filling of vacant positions, and the establishment of new positions. Develops, modifies, and/or interprets performance standards.
Analyzes and prepares budget submissions, manages fund control point usage, and manages personnel and space issues. Maintains awareness of and information about the overall status of financial resources in order to react to changing situations with timely recommendations, Implements PSAS fiscal management. Liaises between the Service and the Decision Support System personnel to ensure proper accounting of resources. Allocates funds to fund control points and communicates this information to the Budget Analyst and designated program staff. Provides oral and written reports and recommendations to top management on projected budget requirements of the service based on an analysis of projected needs.
Manages procurement and contracting for Prosthetic & Sensory Aid Service. Ensures contract approvals and funding obligations are obtained. Coordinates with vendors, prepares statements of work, and maintains all contracting records for the service. Provides advice to service staff on contracting and procurement policies and issues. Serves as a Contracting Officer Representative (COR) for designated contracts within the Prosthetic service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Create reports, coordinate, and schedule meetings, and submit requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc). Prepare timecards for submission and processing. Manage and balance financial aspects of general fund control points and purchase procedures. Perform various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. Resolve PATS complaints which includes compiling data for responses to congressional and white house correspondence. Provide primary technical and administrative Supervision to achieve effective administrative support to the organization. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
