The Primary Purpose of this Position is: To coordinate, direct and perform all administrative functions that include administration, strategic planning, human resources management, budget and finance, management and program analysis, office support services, document control, logistics and a variety of related administrative matters in support of the service, and to represent the service and the Service Chief in all administrative and some clinical matters that cross service lines.
Duties
Duties include but not limited to:
Develops goals and objectives that integrate Service and Administrative objectives.
Researches, interprets, analyzes and applies governing regulations, standards and Joint Commission requirements.
Establishes policies and procedures for accomplishment of Pharmacy Service goals.
Performs supervisory personnel management responsibilities for the Pharmacy Administration positions. Directly Supervises 5 employees.
Represents Pharmacy Service with a variety of Health Care System and other Health Care System, Services and functional areas.
Establishes, develops, and maintains effective working relationships with Director's Office, Human Resource, Information Technology, Logistics, Fiscal Service and Education Office as it pertains to Service processes.
Analyzes the service's financial requirements.
Reviews organizational. units' budget submissions, manages fund control point usage, and manages personnel and space issues.
Maintains accurate status of funds at all times to coincide with Fiscal Service.
Manages non-drug procurement and contracting for Service.
Ensures contract approvals and funding obligations are obtained.
Works with Contractors, prepares statements of work, and maintains all contracting records for the Service.
Manages the overall supply needs, services, and material requirements for the Service. Conducts inventory of Service equipment and property.
Documents discrepancies and resolves errors and/or missing items.
Prepares recommendations to resolve property utilization issues and assures economical and efficient use of equipment and property.
Work Schedule: Monday- Friday 7:00am - 5:00pm (choose 8-hour tour in this timeframe). Tour may be extended or converted to meet patient care needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing, and evaluating administrative issues and providing guidance on administrative matters; planning and executing the budget; supervisory experience; procurement and contracting; supply, equipment and space management; coordinating personnel actions with Human Resources and preparing quantitative and qualitative reports, audits and correspondence.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
