The Primary Purpose of the Position is: To provide or obtain a variety of management services: administrative, management and program analysis, strategic planning, project management, budget and finance, human resource management, supplies, equipment, space and material; and to represent the service and the Service Chief in all administrative and some clinical matters that cross service lines.
Duties
Major duties include, but not limited to:
Administrative Management
Plans, develops, and evaluates all administrative issues of this multi-site program. Provides administrative guidance to the Office of the Chief, MAS. Represents the Office of the Chief, MAS in all administrative matters. Serves as the liaison for the Office of the Chief, MAS and other VANTHCS services concerning administrative issues when the activities cross organizational lines. This includes administrative oversight responsibility over administrative office personnel. Interprets regulations, monitors performance measures, initiates and approves training· details and other like general functions. Recommends organizational alignment and organizes special programs and process improvement projects.
Management and Program Analysis/Strategic Planning
Coordinates, advises, analyzes, and plans the delivery of health care services by MAS to the health care system. Facilitates interaction with all departments and disciplines in this VHA level IA complexity facility as well as between the VA facility and community facilities for the delivery ofpatient care. Acts as liaison between MAS and other entities regarding patient care and staffing.
Supervision /Personnel Administration/Staffing
Manages positions, requests funding for the filling of vacant positions and the establishment of new positions. Identifies problem areas and provides management with solutions to correct poor work situations, and prevent potential problems, including staff shortages .. Reviews the utilization of the staff assigned to MAS (Titles V, 38, and Hybrid Title 38). Conducts staffing studies, recommends staffing levels and submits requests to the Resource Management Committee.
Meeting and Committee Participation
Represents the Chief in all administrative matters. Serves as the liaison for the Office of the Chief, MAS and other VANTHCS services concerning administrative and clinical issues when the activities cross organizational lines.
Budget/Financial Management Supplies, Equipment, Space and Materiel Serves as the Service's Contracting Office Technical Representative
Develops the annual Business Performance & Improvement Plan (BPIP) for the service, which encompasses the annual budget plan, budget worksheets, and budget forecast for the service's control points. Provides major recommendations to the Chief as to funds available and how to maximize actual dollar allocations with the use of improved methods, automated processes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying and evaluating the Service budget and personnel issues, and develops recommendations for process and program improvements/support; and, for presentation at meetings such as to the RMC, budget hearings or HR/ELR sessions; determines deadlines, coordinates suspense completion and response, data collection methods and general approaches to assignments; oversees the collection of data, conducts interviews, analyzes information, and develops written reports.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
