The primary purpose of this position is to provide a full range of administrative, operational, and logistical support, including but not limited to personnel issues, policy development, and resource planning for the Quality and Patient Safety Service (QPS) for all campuses of VA North Texas Health Care System (VANTHCS). The position will serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Service.
Duties
The position supports all sections of the Office of QPS, connecting and integrating Quality Management, Risk Management, Patient Safety, Systems Redesign/Process Improvement, the High Reliability Organization (HRO) initiative, the External Peer Review Program (EPRP), and the internal Peer Review program. These programs are designed to promote enterprise-wide high reliability operations, a culture of safety, robust information systems, evidence-based practice, and continuous measurement of improvement to achieve value for Veterans. These programs recognize current and emerging Veteran needs and are aligned with VHA strategic guidance, resource allocation, and are consistent with VA Core Values of Integrity, Commitment, Advocacy, Respect, and Excellence. QPS is focused on improving organizational performance and patient health outcomes, ensuring patient safety and providing excellent services for Veterans, families, visitors, and employees. These activities include but are not limited to internal and external regulatory/accreditation survey preparation and oversight, coordinating with Human Resource Management Service (HRMS) on QPS actions establishing a safe and ethical culture at VANTHCS, Systems Redesign, overseeing contracts, and ensuring productivity and efficiency within the department

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying and evaluating the Service budget and personnel issues, and develops recommendations for process and program improvements/support; and, for presentation at meetings such as to the RMC, budget hearings or HR/ELR sessions; determines deadlines, coordinates suspense completion and response, data collection methods and general approaches to assignments; oversees the collection of data, conducts interviews, analyzes information, and develops written reports.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The work is generally sedentary. Typically, the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting moderately heavy objects is not normally required. Incumbent is often faced with changing priorities and with meeting deadlines. Requires use of a computer daily.
Frequent or Occasional Travel: The position requires occasional travel away from the duty station for local meetings and infrequent distant meetings and conferences. Must be able to obtain and maintain a valid Texas and Federal Driver's License to operate a government vehicle. This travel may require the transporting of PHI information.
