DCSA's Office of Equal Employment Opportunity (OEEO) is looking for a Supervisory EEO Specialist to serve as the Affirmative Employment Branch Chief, exercising oversight and supervision of geographically dispersed strategists, analysts and special emphasis program specialists supporting the EEO strategy. The Branch Chief will oversee affirmative employment related policy, guidance, program elements and initiatives with organization-wide impact.
Duties
As a SUPERVISORY EQUAL OPPORTUNITY SPECIALIST you will be responsible for the following duties:
*Serves as a principal advisor, provide advice, consultative services and support on matters related to policy, coordination of recruiting, employment, career advancement and training and retention of employees.
*Reviews and interprets laws, orders, regulations, policies and procedures involving issues which pertain to the affirmative employment program and EEO. When necessary, revises and drafts policy, guidance and procedures.
*Provide technical assistance and policy guidance to EEO staff and other agency program managers/coordinators in carrying out their program responsibilities, and to the management in executing their overall responsibilities.
*Proposes and executes on reasonable and achievable actions and objectives for inclusion in the Management Directive 715 in order to better situate DCSA as a model EEO employer.
*Plans, directs, implements, monitors, and evaluates the affirmative employment program to ensure regulatory compliance.
*Reviews case files for accuracy, appropriateness and completeness. Tracks, monitors and reports on the timeliness and accuracy via data reports.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GS-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
- Ability to lead a dispersed team of EEO and affirmative employment subject matter experts
- Knowledge and experience with the Management Directive 715 report and resulting barrier analysis
- High ability to resolve conflicts, assess root causes and recommend solutions
- Ability to lead and manage multiple high-level programs and competing priorities
- Experience establishing and managing the special emphasis programs areas under EEOC MD-715/employee resource groups
