DCSA's Equal Employment Opportunity Office (EEO) is looking for a Chief, EEO, to serve as principal consultant/advisor to the Director and executives on all EEO matters, and manage and direct the Affirmative Employment, Disability/Reasonable Accommodation, and Complaint Processing Programs. This role requires a detail oriented, organized, and seasoned subject matter expert with sound judgment, strong writing skills, and the ability to do legal research.
Duties
As a Chief Equal Employment Opportunity Office you will be responsible for the following duties:
-Responsible for managing and directing three major programs: the Affirmative Employment Program; Disability and Reasonable Accommodation programs; and the Complaint Processing Program (CPP). These programs have an impact on the terms and conditions of employment of employees working in professional, administrative, technical, and clerical occupations at the headquarters and field locations. They are developed and implemented in the DCSA in a manner that is responsive to, and consistent with, applicable laws, Executive orders, legal precedents, and regulations and instructions promulgated by the Department of Defense (DoD); the Equal Employment Opportunity Commission (EEOC); the Office of Personnel Management (OPM); Executive orders; Legislative Mandates; Court Decisions; and, as appropriate, other directives, administrative decisions, and regulations.
-Principal administrative advisor and consultant to DCSA Director, agency senior leadership, and other managers on matters related to equal employment opportunity, affirmative employment, and civil rights. Represents and speaks on behalf of the DCSA to key officials in other organizations, both Government and private sector, on these matters.
-Reviews, evaluates, collaborates with, and provides advice and assistance to personnel officials, managers, and supervisors.
-Oversees and manages an office of 15-20 government employees in geographically-separate locations.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience managing and directing an organization-wide Affirmative Employment Program, Disability and Reasonable Accommodation program (D/RA), and Complaint Processing Program (CPP). Expert experience with applicable laws, Executive orders, legal precedents, and regulations and instructions promulgated by the Department of Defense (DoD); the Equal Employment Opportunity Commission (EEOC); the Office of Personnel Management (OPM); Executive orders; Legislative Mandates; Court Decisions; and, as appropriate, other directives, administrative decisions, and regulations. Advanced experience advising and consulting to the agency Director, agency senior leadership, and other agency managers on all matters related to equal employment opportunity, affirmative action, and civil rights. Experience overseeing and managing a geographically separate workforce. Expert experience conducting special studies and developing statistical reports pertaining to Diversity and Equal Employment Opportunity (EEO) programs.
Specifically you will be evaluated on the following competencies:
1. Affirmative Employment Program - Understanding of the Affirmative Employment Program and implementation of strategies to effectively recruit, employ and promote qualified members of targeted groups and identify, correct, and remove barriers that impede employment and advancement opportunities for minorities, women, and persons with disabilities.
2. Reasonable Accommodations Program - Provide analysis and assistance in all stages of the reasonable accommodations process to ensure employees and applicants with disabilities have equal access to all employment opportunities.
3. Assessments and Compliance Review - Evaluate Equal Employment Opportunity (EEO) compliance and effectiveness in accordance with laws, policies, and regulations internal and/or external to the organization.
4. Analysis and Research - Conduct research and analysis of Equal Employment Opportunity (EEO) laws, court decisions, regulations, and personnel policies/procedures to identify employment trends and barriers to determine impact on the organization.
- P883: Program Management - Develop, coordinate, and/or implement an Equal Employment Opportunity (EEO) compliant program. Design, implement, and manage project/programs with the time, resources, and quality standards required.
5. Developing Others - Develop the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.
