Duties
The primary purpose of this position is: To program manage the recruiting, assessing, and training of Special Tactics Officers, Intelligence Officers, Acquisition Management Officers, Combat Controllers, Pararescuemen, Combat Weathermen, Operations Intelligence Specialists, Ground Radio Communications Specialists, Computer, Network, Switching, and Cryptographic Systems Specialists, as well as civil service employees in the following series: GG-132, GS-301, GS-346, GS-391, GS-1670, and GS-1712.
Develops educational curricula for advanced technical/operations training. Recruits, assesses, and screens candidates for training. Conducts classroom, laboratory, and field instruction.
Plans, schedules, and coordinates training.
Produces automated graphics products and serves as a subject matter expert and instructor in the realm of automated production.
Evaluates students on their ability to execute missions.
Performs enroute and terminal ATC services and worldwide site surveys.

- Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. The incumbent may be required to work independently in the absence of the supervisor, (cont. below)

- The work may require the employee to conduct freefall and or static line parachuting, perform underwater operations, utilize alternate insertion/direction methods, handle weapons/explosives, and drive motor vehicles and/or watercraft (cont. below)

Employee must maintain proficiency in ATC procedures and automated computer aided design and graphics production.
May be required to direct the work and/ or trained military personnel, federal employees, and contractors.

This position has been designated by the Air Force as a Testing Designation Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Employee may be issued a pager and may be required to respond both while on and off duty. This may include reporting for duty during other than normal hours.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience: Knowledge and experience in the Combat Control and Special Tactics Officer Career fields. Knowledge and skill in advanced force protection, missing, planning, command and control, close target reconnaissance, surveillance, small unit tactics, advanced communications, personnel recovery operations, military intelligence integration and employment, fire support using various aircraft, munition weaponry, air traffic control operations and assault zones and austere conditions. Knowledge and skill in Instructional Systems Development (ISD), Special Tactics training requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and skill in, special tactics operations, procedures, techniques, technology, tactics, systems, equipment, and methods to provide instructional design and materials development for assigned training and to serve as an operational baseline.
2. Knowledge of training aids and devices used in training programs as well as mission equipment. Knowledge of test and measurement principles, techniques, and objectives.
3. Knowledge of safety/ security program and operational risk management responsibilities, ability to instruct and hazardous environments and conditions.
4. Skill in professional air traffic control.
5. Ability to accomplish complex automated computer aided design and graphic representation of three-dimensional physical objects, to include both horizontal/vertical engineering and area surveying. Skill in accomplishing special training studies and projects.
6. Skill to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
