About the Position: This position serves as a Budget Analyst for the U.S. Army Security Training Management Organization Office. The Army's Face to the World, the one-stop focal point for Army FMS, and the international partner of choice in U.S. Security Assistance.

Duties

Provide technical oversight and guidance for funding requests based on fiscal law, regulation, or policy. Apply a variety of analytical methods to evaluate and interpret financial and accounting reports. Identify budgetary trends, or patterns, and recommend ways to effectively utilize available funding. Develop and conduct briefings to the Director and Resource Management on all financial management activities/initiatives.

  • The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position’s SCW certification level.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Budget Analysis, Accounting, or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes analyzing budget estimates; monitoring the status of funds; recommending proper source of funds and impact on each program; reviewing assigned budget area in accordance with legal and regulatory requirements; and conducting briefs to higher level management on financial management activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationOral CommunicationPlanning and Evaluating Time in Grade Requirement GS09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade/level or equivalent (GS-07). Time in Grade Requirement GS11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade/level or equivalent (GS-09).

Education
