About the Position: Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of projects while applying knowledge of management concepts, principles, methods, practices, and processes to varied Corps of Engineers and supported agency requirements.

Duties

Serve as Project Manager, responsible for the overall management, control, coordination, and execution of assigned projects. Coordinate the planning, design, cost engineering, construction, environmental restoration, and other specific needs for the assigned projects and advises on methods of execution of work. Control and manage project milestones and budgets from planning through completion and monitor performance to assure commitments of all parties maintained. Ensure the application of all required customer and USACE agreements, supporting the negotiation of such agreements as needed. Allocate project funds to resource and forecast schedule, budget, manpower or quality problems to ensure its proper resolution.

Requirements

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The duties of this position require to work outside for site visit.
  • The duties of this position may require to wear protective clothing and/or footwear.
  • This position may require prolonged standing.

GS-11: Specialized Experience: One year of specialized experience which includes: Assisting with planning, engineering, and design of environmental, military, civil works, or similar projects; Reviewing project progress measuring performance to maintain predetermined schedule and cost; Applying knowledge of project management principles and techniques to assure conformance with established plan and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes: Managing environmental, military, civil works or other construction/facilities related projects; Integrating customer requirements and participation into a comprehensive Project Management Plan; Overseeing project milestones and budgets from planning through project completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this Grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
