You will serve as a FINANCIAL TECHNICIAN in the BUDGET FORMULATION DIVISION (N00FM1) at the FINANCIAL MANAGEMENT OFFICE - COMPTROLLER (N00FM) of NCTAMSLANT NORVA.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will be responsible for account maintenance and accounting support using accounting systems, policies, and procedures to examine, verify, maintain and reconcile accounts and accounting data, prepare and analyze reports.
You will serve as the Time and Attendance Administrative for Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) Headquarters civilian personnel.
You will examine documents for accuracy, adequacy of documentation, compliance with regulations for goods and services.
You will determine pay, payroll record maintenance and completion of reports pertaining to civilian employees of the Federal Government.
You will perform technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking and arranging funding data.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
GG-07
-Experience assisting in resolving complex financial and customer service-related issues.
-Experience assisting in the completion of required periodic reviews ensuring accuracy, validity and integrity of financial transactions.
-Experience aiding in support of labor formulation and executing functions and budget exhibits.
-Experience utilizing Microsoft Applications such as Excel, Word, PowerPoint and data analytical tools or similar programs.
-Experience applying analytical methods and techniques using accounting systems, standard accounting codes, classifications and terminology.
This position is within the Work Category TECHNICAL/ADMIN SUPPORT at Work Level FULL PERFORMANCE, Series and Grade GG-0503-07.
GG-08
-Experience maintaining and monitoring the Standard Labor Data Collection and Distribution Application (SLDCADA) and the Defense Civilian Payroll System (DCPS) for accuracy.
-Experience running and monitoring reports generated in SLDCADA, DCPS and other accounting systems to manage time and attendance, and payroll information.
-Experience conducting internal payroll audits, time and attendance reviews and internal reviews of timecard programs.
-Experience consolidating and reconciling information in support of time-critical data calls and projects.
-Experience using procedures and regulations required to examine invoices, vouchers, and related documents.
