Duty Location: Sacramento, California
This is not a remote position.
Duties
The primary duties of this position are:
Applies Department of Interior and Bureau of Reclamation, principles, laws, policies, regulations, directives, and relevant other relevant policies.
Serves as an Investigator of employee misconduct in the development and application of investigative concepts, methods, and techniques.
Develops Federal-wide operational guidance on employee misconduct investigations.
Makes modifications to program procedures to improve the effectiveness of the employee misconduct investigation program.
Establishes and maintains contacts at the appropriate management level required to achieve desired investigation objectives and to promote effective information exchanges.
Consults with the Human Resources Officer, Office of the Inspector General (OIG), Federal Protective Service, and local law enforcement officials on issues of possible criminal activity.
Assists the Employee and Labor Relations Staff or others in the preparation of cases for presentation at third party proceedings, such as Merit Systems Protection Board hearings, arbitration hearings, and Equal Employment Opportunity Commission hearings.
Confers with and advises Human Resources Officer and Management officials on investigations and reports.
Interviews witnesses to develop evidence to prove or disprove allegations of employee misconduct.
Quantifies and summarizes investigation elements and presents them to the Human Resources Officer, Managers, and the Employee Relations Supervisor and Specialists.
Establishes and maintains contacts at the appropriate management level required to achieve desired investigation objectives and to promote effective information exchanges.
Plans, develops, and presents expert written and oral briefings to the Human Resources Officer and senior level customers on significant and complex investigative issues and explains programs and issues to non-expert customers.
Delivers training, guidance, advice, and/or consultation to members of the workforce regarding Employee Relations investigative compliance requirements.
Cultivates and maintains productive working relationships within and outside the Region, shares information of interest, explains the specifics of ER/LR programs and, when appropriate, presents, justifies, defends, negotiates, and/or settles matters involving significant or controversial issues.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-9 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service. Specialized experience at this level is defined as: moderate knowledge of Federal Employee/Labor Relation laws, regulations, polices, and practices; proficient writing skills utilized in the preparation of reports and other correspondence; moderate organizational skills to plan and execute each phase of the Employee/Labor Relations (ER/LR) process through the pre-complaint to the formal complaint process; knowledge of the methods, procedures, and techniques applicable to investigations and the ability to select the appropriate methods, procedures, and techniques for each case; moderate knowledge of planning concepts and practices, project management methodologies, and technologies to provide advice on and devise solutions to a wide range of complex investigation problems and issues; ability to plan, organize, and lead team efforts and develop creative solutions to problems; knowledge and skill in conducting detailed analyses, interviewing witnesses, following leads, researching documents and records, and reconstructing events; ability to obtain information, statements, and documentary evidence from non-agency employees over whom the incumbent has no authority; moderate ability to effectively communicate orally in order to conduct interviews, explain procedures, and give presentations. Ability to apply negotiating techniques, obtain or reconstruct missing or withheld information, and persuade reluctant persons to provide information or access to it. You could otherwise qualify on the basis of education having a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or anLL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications.

Specialized experience at this level is defined as: Advanced knowledge of Federal Employee/Labor Relation laws, regulations, polices, and practices as well as a superior ability to research and interpret legislation and guidance; excellent writing skills utilized in the preparation of reports and other correspondence; advanced organizational skills to plan and execute each phase of the ER/LR process through the pre-complaint to the formal complaint process; advanced knowledge of the methods, procedures, and techniques applicable to complex investigations and the ability to select the appropriate methods, procedures, and techniques for each case on the basis of expert judgment; advanced knowledge of planning concepts and practices, project management methodologies, and technologies to provide advice on and devise solutions to a wide range of complex investigation problems and issues; superior ability to plan, organize, and lead team efforts and develop creative solutions to problems; advanced knowledge and skill in conducting detailed analyses, interviewing witnesses, following leads, researching documents and records, and reconstructing events; superior ability to obtain information, statements, and documentary evidence from non-agency employees over whom the incumbent has no authority; ability to establish the interrelationship of facts and evidence and to draw, develop, record, and protect facts and evidence; ability to quantify and summarize investigation elements and present results to managers, Employee Relations Specialists, and appropriate law enforcement; advanced ability to effectively communicate orally in order to conduct interviews, explain procedures, and give presentations. Ability to apply negotiating techniques, obtain or reconstruct missing or withheld information, and persuade reluctant persons to provide information or access to it. You could otherwise qualify on the basis of education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or anLL.M., if related. You may combine specialized experience and education to meet the minimum qualifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Education
This vacancy announcement allows substituting education for experience. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience.
