Duties
What General Information Do I Need To Know About This Position?
There is only one vacancy that may be filled at any of the following locations: Reston, VA, Denver, CO or Sacramento, CA. The location will be determined when a selection is made.

Major Duties
This Human Capital (HC) Officer position is located in the Office of the Associate Director for Administration at the U.S. Geological Survey. The incumbent oversees the HC program and is also responsible for leading the USGS in planning, implementing, and evaluating projects and initiatives to improve its HC programs. Major duties include, but are not limited to the following:
1. Oversees the Human Capital (HC) program and is also responsible for leading the USGS in planning, implementing, and evaluating projects and initiatives to improve its HC programs.
2. Provides advice on strategic planning and project implementation to improve HC programs. Collaborates with USGS senior leadership, scientists, and the science community to develop creative and innovative tools, programs, and initiatives to attract and retain new talent to support new science directions.
3. Represents the USGS with the Department of the Interior (DOI), Office of Personnel Management (OPM), Office of Management and Budget (OMB), Government Accounting Office (GAO), other Federal agencies, professional organizations, and customer and constituent groups to provide advisory services to partners, to develop collaborative HC strategies, operational programs, educational programs, to advance the general communication and understanding of the human resources activities of the USGS.
4. Provides leadership, supervision, and oversight to the full range of activities performed by the USGS Office of HC which includes oversight and direction of Staffing and Classification Operations, Employee and Labor Relations, Employee Benefits, and the Offices of Employee Development, Strategic Initiatives, and HC Policy and Special Projects.
5. Defines new approaches in the direction and execution of HC program activities which substantively impact program direction. Seeks and develops opportunities to maximize on the investment and efficient management of the Bureau's HC thorough development of effective streamlining and re-engineering program strategies, operations, and automated systems. Gives positive direction in implementing the organization's EEO commitment to fairness in the selection and treatment of employees; and fosters the development of employee skills.
Qualifications
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all three):
Independently providing detailed technical advice/consulting support to senior managers in more than one of the following areas: Human Capital Strategy, Human Capital Evaluation, Workforce Analytics, Recruitment and Placement/Staffing, Position Management and Classification, Benefits and Compensation, Human Capital Policy, Employee Relations, Performance Management, Workforce and Succession Planning, or Talent Development and Training. Leading or supervising the work of Human Resources staff members; AND? identifying and using metrics to support Human Resources initiatives, recommendations, decisions, or programs.
