This position is within the VISN 12 Great Lakes Fiscal Service (GLFS) and located at the William S. Middleton Memorial Veterans Hospital, 2500 Overlook Terrace, Madison, WI 53705.
Duties
The incumbent serves as the primary Budget Analyst for the William S. Middleton Memorial Veterans Hospital. The incumbent serves as the primary Budget Analyst and monitors the execution of a budget for annual and multi-year appropriations in support of medical care, research, general post fund, CWT dollars and non-appropriated revenue.DUTIES INCLUDE:
Develops and formulates data and prepares the annual budget plan.
Provides technical assistance and guidance to all Medical Center Programs for established policies, regulations, procedures, and changes to the preparation of their budget requests.
Provides technical assistance and analysis as requested for recurring and one-time reporting needs.
Distributes approved annual cost ceilings for all programs by quarter. Estimates and monitors annual obligation data, and employment by cost center and sub-account.
Prepares salary projections, monitors FTEE projections, and reports actual performance compared to budget.
Prepares cost transfers, forwards to accounting, and verifies accuracy of the actual transfers.
Prepares VISN obligation report with supporting work papers and presents to fiscal management.
Maintains records of funding, obligations, and expenditures for assigned special programs.
Evaluates trends in usage of supplies, services, equipment, and employment to determine need for changes in funding and provides recommendations accordingly.
Identifies fund control point (FCP) sweep opportunity and performs maintenance.
Calculates quarterly intra-station fund transfers that close out the Fiscal Year.
Reports matters of concern and progress made to the Assistant Finance Officer.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with governing budgetary policies, procedures and directives. Experience reviewing and analyzing funding requests to assure funds are utilized in accordance with budget plans. Experience adjusting budget plans to support unanticipated changes in operations and funding. Experience with VA payroll and accounting reporting systems. Experience with conducting audits.

Physical Requirements: The work is primarily sedentary. There will be some walking within the facility and occasional travel outside the facility.
