This position is established in the Northern Research Station. The incumbent is responsible for implementing, operating, and maintaining a single integrated financial information system that it is responsive to user and customer needs.

Duties
Provides advice and assistance to managers in the development of program and budget requests and related supporting documentation.
Drafts procedural instructions and policy guidance for use by officials in planning and estimating funding needs for staffing, contractual service, equipment, travel, etc.
Reviews and edits budget requests submitted by subordinate units to assure that they conform to higher level requirements.
Conducts annual year-end closing activities and reconciles with accounting records.
Consolidates and validates input from field units for presentation of the budget.
Provides advice and guidance to managers on writing budget justification responses in order to obtain and defend funding requests as well as to help prioritize budget requirements.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized Experience is defined as having three or more of the following:
Providing technical advice, consultation, and assistance to management on a range of budget program issues; and/or
Reviewing and editing budget requests to assure that they conform to higher level requirements; and/or
Identifying and analyzing trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan were being met on a timely basis; and/or
Performing analysis of assigned program budgets and employed techniques such as trend and historical analysis to review funding requests.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for specialized experience.
