The VISN 12 Great Lakes Finance Service is recruiting for a Budget Analyst at the William S. Middleton Memorial Veterans Hospital in Madison, Wisconsin.

Duties

Assists in developing and formulating data and preparing the Medical Center's Annual Budget Plan. Participates in formulation of resource and workload distribution in accordance with trends and known changes that are a part of planned programs. Analyzes and validates Target Allowance distribution worksheets received f om VHA Headquarters and VISN 12 Network Office. Participates in development of formulas or approaches for distribution of Target Allowance methodology, Provides technical assistance and guidance to all Medical Center Programs for established policies, regulations, procedures, and changes in the preparation of their budget requests. Reviews cost records and furnishes historical cost data to program officials. Establishes cost criteria for subsequent use in comparing budget estimates. Consolidates estimates submitted by program officials and reviews for validity and compliance of regulations and current directives. Assists in providing technical assistance and analyses to the VISN 12 Network Office as requested for recurring and one-time reporting needs. Monitors the propriety and rate of expenditures of budgeted funds through contacts with program officials, review of written documents, and examination of accounting records. Provides information to Assistant Fiscal Officer at the respective site that will help to determine the validity of requests for additional funds or overtime funding for fund control points and services. Distributes approved annual cost ceilings for all programs by quai1er. Estimates and monitors annual obligation data, and employment by cost center and subaccount. Prepares salary projections, monitors FTEE projections, and repo11s actual performance compared to budget. Monitors staffing by program and subaccount and provides summary reports with exceptions or questions identified for Assistant Fiscal Officer at the respective site Work Schedule: Monday-Friday, 8:00-4:30 Compressed/Flexible: Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing funds and completing budget projections for a large complex system; applying analytical skills, practices, methods and techniques to implement solutions to a variety of issues; analyzing and evaluating all aspect of financial management; developing practices and procedures for proper budget planning and execution; preparing budget request justifications for funding; monitoring budgets, including expenditures or cash flow; preparing budget or cost estimates for own organization or for projects; counseling or advising others on financial matters; presenting budget estimates or requests to higher management; acquiring and maintaining a working knowledge of relevant laws, regulations, policies, standards or procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher-level graduate education leading to a Ph.D. You will be rated on the following Competencies for this position: Analytical ReasoningFinancial ManagementTechnical Documentation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. There will be some walking within the facility and occasional travel outside the facility.
