The primary purpose of this position is to serve as the Executive Assistant for the Human Capital Directorate (J1). Plans, organizes, and oversees executive administrative activities, and obtains a variety of management services essential to the direction and operation of the Directorate.
Duties
Provides, obtains, and/or advises on a variety of management and executive services essential to the direction and efficient operation of the Directorate.
Serves as a subject matter exert in all administrative matters and processes. Evaluates program effectiveness and provides data required to support current or future plans and operations.
Serves as program manager for various administrative management functions. Manages Directorate resources for management services essential to the direction and operation of the Directorate.

- Position is designated non-critical sensitive. Incumbent must be able to obtain and retain a SECRET security clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- A degree or military experience with a concentration in administrative management or other related fields is desired.
- May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
- Work may occasionally require travel away from the normal duty station for training or in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-1, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include knowledge of the methods and procedures, mission requirements, program goals and objectives, regulations, pertinent laws, policies, and precedents which govern the administrative operations of the organization; Knowledge and understanding of management principles, practices, methods and techniques; military organizations; and protocol; skill in coordinating administrative services for a Joint organization; skill in analytical and evaluative techniques to the identify, consider, and resolve issues or problems of a procedural or factual nature; ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends, and ability to communicate effectively, orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.

EDUCATION: have successfully completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit copies of college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: have a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the methods and procedures, mission requirements, program goals and objectives,
regulations, pertinent laws, policies, and precedents which govern the administrative operations of the organization.
2. Knowledge and understanding of management principles, practices, methods and techniques; military organizations; and protocol.
3. Skill in coordinating administrative services for a Joint organization.
4. Skill in analytical and evaluative techniques to the identify, consider, and resolve issues or problems of a procedural or factual nature.
5. Ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
6. Ability to communicate effectively, orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
