The primary purpose of this position is: To serve as the Administrative Officer and principal executive support administrator for the Director, Joint Forces Training and Development (J7) performing various administrative duties in support of the Director, Deputy Director, Chief of Staff, subordinate staff, and the organization in general.

Duties

Serves as Executive Administrative Officer for the Joint Forces Training and Development (J7) Directorate, providing direct administrative assistance to the Director, Deputy Director, and Chief of Staff. Maintains oversight of all planned, ongoing, and future activities within J7. Maintains knowledge of applicable Department of Defense (DOD), Service, and HQ USSPACECOM policies and regulations governing activities. Maintains awareness of the goals, intent and policies of the Commander, Directors, and executive staff of USSPACECOM. As the lead executive administrator, incumbent is responsible for performing, providing, obtaining, and/or advising on a variety of management and executive services essential to the direction and efficient operation of the J7 Directorate. Coordinates J7 Director, Deputy Director and Chief of Staff meetings and engagements within USSPACECOM and with external entities including Joint Staff, the Office of the Secretary of Defense (OSD), international partners, military services, and external agencies and departments. Prepares and reviews executive-level correspondence for the Director. Extracts and records information pertinent to J7 Director issues and initiates tasking to the senior leadership and staff members. Reads and processes incoming correspondence and material for content and format ensuring appropriate standards. Maintains knowledge of incoming and outgoing correspondence and action documents and follows up on work in progress on own initiative. Correspondence includes highly technical functions of combatant command plans such as command training guidance (CTG), operational plans (OPLANs), contingency plans (CONPLANs), functional plans (FUNCPLANs) and the execution of J7 Director technical support. Oversees the administration of the command's staffing and tasking processes to include assigning responsibility, tracking progress, and monitoring to completion. Reviews correspondence for compliance with applicable policies and regulations prior to submission to USSPACECOM leadership for signature. Serves as the executive advisor on programs and initiatives within the J7 Directorate. Monitors the effectiveness and status of J7 programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspections, staff assistance, and audit reports; and from visual observations and personal contacts with the staff and operating personnel. Evaluates program effectiveness and provides data required to support current or future plans and operations. Determines or recommends need for interpretation, evaluation, implementation of new policies, or modification of existing policies and procedures. Implement, evaluate and utilize established and accepted performance improvement practices. Participates in budgeting, scheduling, productivity, logistics, strategic planning and operational objectives for services internal and external to the J7 Director. Prepares instructions, memos and directives consistent with the commander's policy or viewpoint; outlining new processes, procedures and/or corrective actions to improve work quality and performance. Resolves day-to-day operating problems. Interfaces with a variety of senior leaders and specialists in the accomplishment of duties providing advice and guidance as the situation warrants.

  • Position is eligible for telework on a regular and reoccurring or situational basis while requiring occasional visits to duty location based on the mission directive and discretion of the supervisor. A telework agreement must be signed.
  • The employee may be required to work overtime or uncommon tour of duty hours including evenings, weekends, and/or holidays. May be subject to off-duty hours on-call, particularly during Command exercises, special events, and emergencies.

Qualifications

Conditions of Employment Continue: Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Per 5 CFR 732.202, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. The incumbent may be required to take part in test alerts and practice exercises. Mobilization-key position is a key position under the provisions of AFI 36-202, civilian mobility. In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes includes planning and carrying out projects to improve efficiency and productivity of organizations and employees; Identifying, analyzing, and making recommendations to resolve conventional problems and situations in work-flow, work distribution, staffing, performance appraisal, organizational structure, and administration; Utilizing various automated computerized programs and databases. OR EDUCATION: have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one full year of graduate level education, but I have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. 2. Ability to apply analytical and evaluative techniques to the identification, considerations, and resolution of issues or problems of a procedural or factual nature. 3. Ability to communicate effectively, orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 4. Skill in coordinating administrative services for a Joint organization. 5. Knowledge of military organizations and protocol. 6. Skill with various automated computerized programs and databases. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
