Duties
The incumbent serves as Administrative Officer for the Pikes Peak National Cemetery {PPNC). The incumbent performs a wide range of administrative functions to include handling: congressional inquiries, public affairs, FTEE allotment, human resource management functions in administering the facility operational programs and computer upgrades. Incumbent will assess the productivity, effectiveness, and efficiency of the program operations of a complex cemetery operation and to recommend resolution of problems in a full range of administrative and field activities. Evaluates and monitors the eligibility process to assure that requests are handled timely and compassionately while meeting regulatory requirements. Scope of work encompasses the evaluation of the effectiveness of the organizational mission and its component activities. Incumbent supervises Cemetery Administrative Specialists (CAS) and Program Specialist (PS) in the daily operations of the administrative office. Directs office productivity, ensures team members are actively and continuously trained to enhance employee development and achievement. Incumbent will have primary financial oversight of cemetery's annual budget including producing reports, tracking expenditures, balancing cemetery blotter and overseeing the PPNC purchase card program. He/she acts as Cemetery Director in the absence of the Director.
Incumbent assists in determining overall cemetery operational plans and procedures; responsible for cemetery strategic planning operations; develops technical data, estimates, statistics, and suggestions which may be useful to higher management, collects, analyzes and transmits work performance and man-hour data for use by management, reviews and approves specific plans and procedures prepared by subordinate staff and/or supervisors. He/she is responsible for supervising PS and two CAS.

GS-9 $61,460 - $79,897
GS-11 $74,361 - $96,666
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your education and/or experience, as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in personnel management and office administration; conducting the budgeting and financial management for an organization; providing advice and assistance to managers and staff personnel on processes and procedures; planning, managing, and directing, supervising, and/or leading others in administrative functions; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; and conducting studies to collect data. OR,
GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
GS-09 Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with personnel management, budget management, and office administration providing advice and assistance to managers and staff personnel process and procedures; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; conducts studies to collect data. OR,
GS-11 Education: Applicants may substitute education for the experience required for the GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
GS-11 Combination: Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 36 semester hours of graduate education that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 45 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
