You will serve as Budget & Finance Director, located in the Pipeline and Hazardous Materials Safety Administration's (PHMSA) Office of Administration and Finance (PHA) in Washington, D.C. The PHA is responsible for the formulation, presentation, and execution of PHMSA's annual budget as well as PHMSA’s annual financial statements, financial policies, and procedures, and PHMSA’s managerial and financial internal controls.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience in budget formulation, execution and justification; Experience analyzing funds control, internal controls, financial systems administration and operation; Experience reporting and writing financial statements for review. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget.  Oversees procurement and contracting to achieve desired results.   Monitors expenditures and uses cost-benefit thinking to set priorities. Cost-Benefit Analysis - Knowledge of the principles and methods of cost-benefit analysis, including the time value of money, present value concepts, and quantifying tangible and intangible benefits. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. recommendations.
