This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Management Analyst Team Leader in the Resource Management Division.
Duties
Monitor and evaluate manpower and budget data to baseline documents
Plan and conduct analytical and evaluative work related to the application of the requirements program
Research and analyze the applicability of manpower management and new management improvement theories and techniques for possible utilization
Serve as coach, facilitator and/or negotiator in coordinating team initiatives

SPECIALIZED EXPERIENCE:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes: 1) Assisting with managing a force structure, programming, budgeting, allocation and documentation processes for military and civilian manpower resources; and 2) Developing and managing operational policies and procedures; and 3) Presenting briefings to a wide audience
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS grade 12 Step 1 to the highest equivalent GS grade 13 step 10 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03, Lead Management Analyst is $99,200 to $153,354 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
