This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Healthcare Experience and Interoperability (OHEI), Governance & Impact Analysis Group, in the Division of Implementation & Innovation . As a Health Insurance Specialist, GS-0107-14, you will serve as a technical authority and program expert, providing technical advisory services on projects and tasks that support programs in health IT interoperability.

Duties

Serves as an authoritative spokesperson and technical expert, within OHEI and other CMS components, with respect to program activities within OHEI’s purview (e.g., burden reduction, health IT interoperability). Analyzes new legislation, regulations and policies established at high echelons within the government to determine their effect on CMS internal policies, procedures, and operations. Serves as Contracting Officer Representative (COR), backup, or task leaders, managing all phases of the procurement lifecycle as appointed/delegated authority by the Contracting Officer within CMS/OAGM. Develops sub-regulatory guidance or contractual enhancements in coordination with various stakeholders to implement program policy, process, or procedure changes.

Qualifications

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Developing or implementing Health Information Technology (HIT) exchange policies or programs to support agency initiatives, such as home and community-based settings (HCBS), behavioral health facilities (BH), long-term and post-acute care (LTPAC) settings; 2) Providing recommendations to leadership to assist in advancing the agency's health information technology interoperability goals; and 3) Providing technical advice to internal and external stakeholders on Health Information Technology (HIT) adoption or interoperability solutions to support improvements in burden reduction or interoperability. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
