Duties
As a Human Resources Specialist (Recruitment & Placement) at the GS-0201-11, your key responsibilities include:
Assist in staffing, recruitment, and placement for a variety of positions, including competitive and excepted service roles.
Collaborate with hiring managers to develop recruitment strategies and address workforce challenges.
Conduct job analyses, develop assessment tools, and post job announcements using automated systems.
Evaluate applicant qualifications and adjudicate veterans' preference eligibility.
Ensure compliance with hiring regulations and policies while conducting audits of recruitment actions.
Provide guidance and training on recruitment processes to HR staff and hiring managers.

IMPORTANT NOTES:
This is a Permanent appointment in the competitive service with a full-time work schedule.
Position has non-competitive promotion potential to the GS-12 level. To qualify for the GS-12 level, you must possess and maintain a current OPM DE Certification.

Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activities.

All qualification requirements must be met by 11:59 pm (Eastern Time) on 12/13/2024.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-11: To qualify you must possess 1 (one) full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-9 level in the Federal service that has equipped you with the knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position performing the below:
Conducting job analyses to identify key competencies and qualifications required for positions;
Preparing and managing job announcements using automated systems such as: USA Staffing;
Assessing applicant qualifications and adjudicating veterans' preference eligibilities;
Providing technical advice on recruitment strategies and workforce planning to managers;
Ensuring compliance with Office of Personnel Management (OPM) policies, United States Code (USC) laws and regulations, Title 5 Code of Federal Regulations (CFR), and other federal regulations through audits and reviews;
Utilizing automated HR systems to process personnel actions and generate recruitment reports; AND
Coding and processing personnel actions, ensuring accuracy and regulatory compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-11: Must have a doctorate, LL.M or equivalent graduate degree in a related field or 3 full years of related progressively higher-level graduate education leading to such a degree.

OR a combination of experience and education as indicated below.
GS-11: For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
