Duties

As a Human Resources Specialist (Quality Assurance) at the GS-0201-14, your key responsibilities include: Build and maintain comprehensive frameworks to monitor and improve HR operations, including staffing, recruitment, payroll, benefits, and personnel actions. Review and update HR standard operating procedures, practices, and job aids to ensure compliance with federal regulations and SBA policies. Extract, compile, and analyze data from HR systems (e.g., USA Staffing, National Finance Center (NFC), eOPF) to identify trends, mitigate risks, and improve operational efficiency. Identify and address systemic issues by conducting detailed root cause analyses and developing corrective action plans. Collaborate with leadership to identify and implement innovative solutions, such as automation and workflow refinements, to enhance efficiency and effectiveness. Create and deliver training programs on compliance requirements, quality assurance protocols, and HR policy and procedure updates to staff. Mentor HR staff and provide expert technical guidance to improve performance and ensure adherence to best practices. IMPORTANT NOTES: This is a Permanent appointment in the competitive service with a full-time work schedule. Qualifications

All qualification requirements must be met by 11:59 pm (Eastern Time) on 12/18/2024. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: To qualify you must possess 1 (one) full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position performing the below: Demonstrated expertise in conducting HR compliance audits of delegated examining and merit promotion programs, ensuring alignment with federal laws, and preparing detailed reports with actionable recommendations. Experience in the design and delivery training programs, user guides, and workshops to enhance HR staff capabilities and promote compliance. Experience in developing and refining HR policies, creating quality control frameworks, and implementing corrective actions to address systemic issues. Experience in providing expert advice on complex HR issues, including, staffing, payroll, processing of personnel actions, and benefits administration and compliance with federal standards. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
