About the Position: Serve as the Command Assessment Program Resource Officer with responsibility for performing analytical, evaluative, and budgetary work related to the development, management and execution of designated operating programs (e.g., resource management, budget, contracting, human capital and mission operations). Position is located in Ft. Knox, Kentucky.
Duties
Serve as planner and advisor to the Command Assessment Program (CAP) on operations cost analysis, annual, multi-year, and long-range fiscal program planning and commercial issues.
Review the CAP programs budget including HQDA funded programs, and external funding to ensure commitment, obligation and execution rates meet overall goals.
Provide support and advice on reprogramming of funds and funding levels due to changes in workload and mission.
Prepare or review all acquisition packages including statement of work, MIPRs, IGCEs and another documents.
Establish and maintain organizational internal procedures IAW governing policy and regulations for use of these programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and/or maintain a SECRET security clearance.
- Occasional travel up to 10% may be required.
- FINANCIAL MANAGEMENT Level 2 Certification required. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

GS-11 LEVEL
Specialized Experience: One year of specialized experience which includes providing budget assistance in areas such as formulation, preparation, and justification of budget processes; working with program managers and other personnel in restructuring budgets as needed, incorporating program changes, and/or identifying priorities; conducting studies of mission, organization, functions, processes and/or procedures in order to improve management applications and practices in areas such areas as realignments, budget allocation and execution, and human resource development. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Finance, Resource Management, Business Administration, Business Management. (Note: You must attach a copy of your transcripts.). OR
Combination of Education and Specialized experience: Specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. GS-12 LEVEL
Specialized Experience: One year of specialized experience which includes evaluating programs related to the development, management and/or execution of programs (e.g., resource management, budget, contracting, human capital and mission operations); reviewing program budget to ensure commitment, obligation and execution rates meet overall goals; providing solutions for issues impacting areas such areas as realignments, budget allocation/execution, and human resource development; performing review in the formulation, preparation, and/or justification of the budget process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-12 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
