Duties

Administer total budget, including all phases of program planning and analysis. Analyze trends in fund utilization and prepares status reports depicting causes for major deviations from programmed targets. Advise management on the proper use of funds, ensuring managers maintain adequate funding levels and controls throughout the year. Formulate the operating program budget and manage and monitor fund distribution for the operation of the unit.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must be able to obtain and maintain a Secret security clearance.
  • This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Employee may be required to work overtime.

GS-09 Level: Specialized Experience: One year of specialized experience which includes:1) Utilizing budgetary type systems, such as GFEBS to process obligations for budget requests; 2) Preparing budget reports for management review; and 3) Assisting with tracking expenditures to meet funding limitations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting. (NOTE: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (NOTE: You must attach a copy of your transcripts.) GS-011 Level: Specialized Experience: One year of specialized experience which includes: 1) Providing regulatory guidance to management regarding the availability of funds; 2) Preparing reports relative to the status of funds and obligations; 3) Analyzing budgetary data to ensure resources are properly allocated throughout the organization to successfully accomplish missions; and 4) Utilizing automated financial systems to maintain financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting. (NOTE: You must attach a copy of your transcripts.). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (NOTE: You must attach a copy of your transcripts.) Time in Grade Requirement: GS-09 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
