Duties
As a Human Resources Specialist (Recruitment and Placement) at the GS-0201-12, your key responsibilities include:
Lead staffing, recruitment, and placement for competitive and excepted service positions.
Apply advanced knowledge of delegated examining procedures to identify, attract, and select qualified candidates.
Conduct job analyses, develop assessment questionnaires, and manage job announcements using automated systems.
Collaborate with hiring managers to create innovative recruitment strategies that meet evolving workforce needs.
Ensure compliance with federal hiring regulations and perform internal audits of delegated examining processes.
Mentor and train junior HR staff on recruitment processes and DE certification procedures.

Qualifications
All qualification requirements must be met by 11:59 pm (Eastern Time) on 12/13/2024.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector:
Conducting job analyses to identify key competencies and qualifications required for positions;
Preparing and managing job announcements using automated systems such as: USA Staffing;
Assessing applicant qualifications and adjudicating veterans' preference eligibilities;
Providing technical advice on recruitment strategies and workforce planning to managers;
Ensuring compliance with Office of Personnel Management (OPM) policies, United States Code (USC) laws and regulations, Title 5 Code of Federal Regulations (CFR), and other federal regulations through audits and reviews;
Utilizing automated HR systems to process personnel actions and generate recruitment reports;
Coding and processing personnel actions, ensuring accuracy and regulatory compliance; AND
Developing training materials and providing mentorship to HR staff.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
