As a Management and Program Analyst, you will be part of Retirement Services, Office of Personnel Management. The incumbent will serve as a Management and Program Analyst in Retirement Services (RS). The employee carries out varied analytical, evaluative, and project-type assignments in the area of Federal employee retirement benefits.
Duties
Conducting complex analysis, evaluations or investigations in support organizational programs, systems and processes.
Collaborating with management level, internal and external customers to analyze and resolves problems.
Preparing reports in written and graphic form, to communicate appropriate performance information to program and senior level management.
Implementing information systems using technology such as database management decision support.
Preparing instructional and informational material for distribution to insurance carriers.
Qualifications
For the GS-11 grade level: You must have at least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-11 grade level or payband in the Federal service (obtained in either the public or private sectors) including all of the following:
1) Conducting comprehensive studies (gathering/analyzing and evaluating data) in the areas of policy development for retirement/insurance systems or employee benefit programs; AND
2) Utilizing quantitative techniques to monitor and evaluate performance of operational metrics; AND
3) Preparing and presenting reports for process improvement/development.
OR
Successfully completed a Ph.D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.
OR
Equivalent combinations of successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
For the GS-12 grade level: You must have at least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-11 grade level or payband in the Federal service (obtained in either the public or private sectors) which includes all of the following:
1) Leading comprehensive studies (gathering/analyzing and evaluating data) in the areas of policy development for retirement/insurance systems or employee benefit programs; AND
2) Conducting workload management and planning; AND
3) Utilizing quantitative techniques to monitor and evaluate operational metrics; AND
4) Preparing, analyzing and presenting reports for process improvement/development.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
