This Program Analyst, GS-0343-13 MP is located in National Science Foundation. The primary purpose of the position is to conduct complex and difficult studies on the effectiveness of Sexual Assault, Harassment Prevention and Response (SAHPR) program initiatives, operations, and management/organizational efficiency. The position also involves advising top leaders of recommendations based on data analysis findings, using a trauma-informed approach.
Duties
As a SAHPR Program Analyst,you will perform the following duties:
Use data from a variety of sources to prepare and provide factual data, recommendations and/or briefing material, and organizational planning and discussions; prepare technical reports or portions of reports stating clearly and concisely the nature of the problem, steps taken in its solution, and results achieved as a technical expert in the field; develop or select and check for accuracy the necessary tables, graphs, and other exhibits to be included in the reports.
Plan, organize, and carry out analysis related to the NSF's SAHPR program that ensures the effective integration of the program's objectives; requires knowledge of the substantive nature of agency programs and activities, agency mission, policies and objectives, management principles and processes, and analytical and evaluative methods for assessing program development.
Evaluate and maintain data related to the Agency's SAHPR program; perform data gathering and expert analytical techniques, data evaluation, and establish implementation plans that serve to improve overall organizational effectiveness; perform statistical and comparative analysis of the program providing recommendations to correct adverse trends.
Resolve difficult problems, design program evaluation tools, and develop statistical reports required for monitoring, evaluation, and reporting purposes related to sexual violence; identify complex problems and recommend solutions to improve effectiveness and efficiency of SAHPR activities enterprise wide.
Conduct analytical research to identify program efficiencies and areas of development; determine impact of new or revised guidelines/regulations as a technical expert in the field.
Qualifications
To qualify at the GS-13 grade level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the federal government planning, organizing, and performing complex analysis in relation to an organization-wide sexual violence prevention and response program. Examples include: evaluating and assessing data regarding sexual harassment and assault prevention and response; performing complex qualitative and quantitative analysis to determine nature and scope of sexual violence issues; and leading complex studies on the effectiveness of organizational sexual violence programs and initiatives.
Required credentialing: You must be able to obtain and maintain National Advocate Credentialing Program (NACP) credentialing through the National Organization for Victim Advocacy.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
