The incumbent serves as a Supervisory Program Specialist - Designated Learner Officer (DLO)- Office of Director- Education Section. Coordinating the conception, design, development, implementation and evaluation of the facility learning and education programs and ensures alignment with the overall organizational mission and vision of the Veteran Affairs (VA). The DLO oversees all forms of learning including employee education, clinical and administrative training programs, and staff development.
Duties
Duties include, but may not be limited to the following:
Planning work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluating work performance of subordinates.
Giving advice, counsel, or instruction to employees on both work and administrative matters.
Interviewing candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions.
Hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Effecting minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
Identifying developmental and training needs of employees, providing or arranging for needed development and training.
Finding ways to improve production or increase the quality of the work directed.
Developing performance standards.
Performing other duties as assigned.
Work Schedule: Monday-Friday 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing overall coordination and integration between and among all service lines, services and programs in delivering cost effective, customer driven training, education and staff career development. Knowledge of adult learning and instructional design principles to employ a wide variety of teaching methods; development and revision of handbooks and other national guidelines. Coordinating and directing activities which necessitate independent judgment and analysis, initiative, interest, and technical knowledge of management principles, Medical Center operations, VA structure, computer operations, common learning principles, instructional methods, patient education, library and information services, business planning, marketing, financial management nursing education, staff development and customer service. Preparing reports, student affiliation memorandums of understanding, and other documents which are used by the VANJHCS, VISN 2, and VHA.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements and Work Environment: The work is mostly sedentary; however, some walking, standing, bending and climbing is required to review activities outside the office and to attend committee meetings. Work is performed at both campuses of VANJHCS and travel and periodically travel to outside, affiliated academic partnering institutions. The primary work location is in either an office, classroom or conference room. Travel will be required to attend VISN meetings or appropriate conferences.
