This position is located within the Airborne Hazards and Burn Pits Center of Excellence (AHBPCE), War Related Illness and Injury Study Center at the New Jersey VA Healthcare System in East Orange, New Jersey serving as a subject matter expert and spokesperson for administrative, business planning/analysis, strategic planning, tactical level measurement and assessment of the success of AHBPCE programs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Program Oversight and Policy: Oversees staffing, budget and fiscal management, contracts and strategic planning to ensure compliance adherence; Plans, develops and directs the administrative activities and implementation of policies; Reconciles conflict between policies and program goals and provides advice/assistance with respect to such matters; Reviews and implements policies, directives, program initiatives and VA regulations that would affect AHBPCE operations (space, funding, budget, staffing, purchasing and contracting); Assesses and analyzes the impact of proposed programmatic plans on budget and operations to ensure consistency and integration with goals and objectives; Informs leadership of potential problems and recommends resolutions; Program Evaluation and Analysis: Collaborates with service line leaders to design the administrative structure needed to support the implementation of new program initiatives and innovative quality improvement; Provides expert analysis and advice on AHBPCE service and facility-wide programs; Creates quality improvement plans, administrative goals and performance measures; Analyzes and evaluates the effectiveness of programs and operations in meeting established goals and objectives; Monitors productivity and makes recommendations on performance improvement and staffing Personnel: Acts as the liaison between AHBPCE and Human Resource Management; Develops position descriptions/functional statements; Prepares recruitment requests and submits Resource Committee request for approval; Reviews applications and interviews candidates for vacancies and makes selection recommendations; Ensures requests for personnel actions and justifications are properly prepared; Financial and Contracts Management: Oversees the proper management of AHBPCE funds; Provides budget forecasting, planning, allocation of resources, accounting and financial reporting; Develops business plans to support program initiatives; Reviews program levels and ensures leadership is cognizant of programmatic impacts and resource requirements; Brings attention to funding problems decrements/shortfalls and recommends alternatives/solutions; Ensures all financial related transactions and fund control points are properly managed, verified and certified accordingly; Conducts cost benefit analysis and economic analyses to determine the best courses of action with funding; Serves as the Contracting Officer's Representative (COR) for the service line acquisitions/contracts and is AHBPCE's liaison on all contract matters; Oversees all acquisition processes and serves as ta functional expert on the provisions of contracts; Participates on technical evaluation panels for the purpose of evaluating proposals in a competitive solicitation process; Performs other related duties as assigned. Qualifications

To meet qualify for this position, all applicants must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes: performing analytical, evaluative, and/or advisory work within a clinical/healthcare environment; assisting with planning and managing clinical research budgets; handling various financial and contractual issues; preparing detailed reports regarding operations and budget matters; ensuring adequate staffing, budgeting, equipment/support, and materials are available; collects and analyzes data; prepares a variety of reports, forms, and correspondence; possess exceptional skill in communicating in person and in writing with individuals at all levels of responsibility; utilizes various computer applications (i.e. Microsoft Outlook, PowerPoint, Word, and Excel) to accomplish administrative duties. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above). You will be rated on the following Competencies as part of the assessment questionnaire for this position: Budget AdministrationContract FormationFinancial Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary and involves no special physical exertion. Travel will be required for meetings, training, etc., and is often required between VA New Jersey Health Care System (VANJHCS) locations and collaborating institutions (e.g. affiliates). The work is generally performed in various offices throughout VANJHCS and similar office environments in other VA Facilities and conference settings.
