The Chief, Medical Administration Service (MAS), occupies a major position on the Director's staff for a large, multi-mission health care system that has ten outpatient clinics and two primary campuses. The Chief is the staff management consultant on all matters within the purview of agency-wide Medical Administration policies. They are responsible for the planning, direction, control, coordination, operation and evaluation of all healthcare system Medical Administration management functions.
Duties
In the capacity as Chief of MAS, the incumbent serves as a staff official to the healthcare system Director and Associate Director and shares a full joint and plural management relationship with other staff officials in his/her management specialty. The incumbent also serves as a member of the Hospital Administrative Executive Board, as well as providing regular consultation to the Clinical Executive Board and is involved in overall management consideration involving general administration manpower and other resource utilization. Through the direct involvement in all program elements affecting the healthcare system mission, the Chief of MAS helps formulate the advanced overall operating plan as well as serve on committees designed to facilitate top management decisions. The Chief is responsible for the effective accomplishment of an overall Medical Administration Management Program which is carried out through the administration of the following professional and technical processes and programs: Admitting and Eligibility, Ambulatory Care and Patient processing; Outpatient Care; Compensation and Pension Program; Centralized, Specialty Clinic, and Direct Scheduling; Release of Information, Decedent Affairs, Transportation and Beneficiary Travel and 24-hour medical administrative assistant services. Manages, directs, supervises and administers a variety of hospital-wide service functions which are primarily work-supporting, i.e. those service functions without which the primary operations of the hospital outpatient service would be hampered or curtailed. These services include employee and patient files, forms management, travel of patients, etc.. The Chief, MAS's primary duties and responsibilities are related, but not limited to, the following areas:
Management and Analysis;

Policy Development, Oversight, and Review;
Strategic Planning;
Patient Administration;
Budget Management and Oversight.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing influence and persuasion that fosters the acceptance and exercise of sound Medical Administration management concepts, practices and innovations; Planning, directing, and managing a healthcare system's medical administration management functions; Provides services and technical counsel necessary to meet the procedural, legal and administrative requirements relating to the care and treatment of inpatients and outpatients to achieve maximum utilization of treatment and care facilities; Overseeing an integrated paperwork management program to ensure compliance with policies governing the management of records; Responsible for the implementation of medical administration policies as established by Federal and State laws, and organizational policy; Plans and directs the work of a program; Evaluates internal and external stakeholder attitudes towards a medical facility to identify deficiencies and generates a program of action to address issues.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves interactions with coders, billing staff, medical staff and others as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking and carrying of lightweight items such as reports and manuals are required.
