You will serve as a PROGRAM ANALYST (TEAM LEAD) in the OPERATIONAL SUPPORT SERVICES BRANCH (SP15) of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will serve as senior acquisition specialist responsible for a variety of analytical and evaluation duties associated with design, planning, budgeting, development, organization, coordination, management and acquisition projects.
You will define, develop, and approve of facility project plans, budgets, monitor and review facility project progress, also serve as liaison with SSP headquarters and NAVFAC, adjusting schedules and plans as necessary to meet mission goals.
You will assist with operational and strategic decisions, planning, and program and budget execution.
You will assess work requirements and developing plans, goals, and objectives for the program.
You will lead team efforts and provides direct oversight of the Financial Management and Government Commercial Purchase Card (GCPC) card staff.
You will exercise delegated managerial authority to direct, coordinate, or oversee work performed by subordinate staff.
You will develop external budget exhibits to external stakeholders that reflect current actuals and out-year planning.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reviewing and evaluating budget requests, control, and reporting of obligations and expenditures; formulating budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
