The primary purpose of this position is to serve as Team Lead/Project Manager and senior analyst to conduct comprehensive aircraft manpower requirements, process improvement, and organizational analysis/studies of a wide diversity of organizations, functions, and work processes.
Duties
Serves as Team Leader for logistics studies involving the determination and development of new or improved aircraft maintenance and maintenance support agencies' processes and the quantification of maintenance, munitions, ground and logistical support functions' manpower requirements. Verifies and validates models and resolves complicated problems affecting the study of manpower requirements and associated Analysis of Alternatives (AoA).
Designs and develops complex computer models to analyze aircraft maintenance, munitions, and ground support functions' manpower requirements. Studies require use of stochastic processes, discrete-event simulation, systems engineering, and dynamic systems modeling.
Performs simulation and AoA studies, analyzes output statistics, and directs others to quantify optimum manpower resource levels. Develops detailed final report outlining the maintenance manpower requirements needed to support study objectives.
Formulates and documents improved analytical methods and procedures. Assists in development of new methodologies to meet study goals and objectives. Methodologies include, but are not limited to, statistical techniques, computer simulation, mathematical programming, queuing theory, inventory theory and critical path analysis.

- Certification as a Project Management Professional (PMP) is desired
Qualifications
The primary purpose of this position is a developmental position with known promotion potential to the target position of CPD 9BAR29915, Management and Program Analyst, GS-0343-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document.
Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE FOR GS 11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include working knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. Working knowledge of the major issues, program goals and objectives, budget constraints, work processes, and administrative operations of the manpower program and organizations under study.

EDUCATION FOR GS 11: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION FOR GS 11: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
SPECIALIZED EXPERIENCE FOR GS 12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes expert technical knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Working knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and the functions under study. Highly skilled in the art and science of adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Expert knowledge in applying the technical capabilities of systems, programs, and software to recommend which will meet requirements for some types of manpower studies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-11:
1. Knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects and make informed recommendations and decisions relating to those efforts.
2. Demonstrated ability to use management engineering analytical and evaluative techniques to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise organizational structuring options for complex, diverse organizations.
3. Skill using computer systems to perform data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and knowledge to access or locate information through the use of a personal computer and software programs.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to highly technical management engineering problems; identifying changes and trends; and preparing, presenting, and defending complex and sometimes controversial advice, briefings and reports.
5. Skill in conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to obtain, define, and challenge information about organizational missions, functions, and work procedures.
6. Ability to carry out and complete management engineering assignments, and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
GS-12:
1. Extensive technical knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to independently perform, evaluate, and direct management engineering teams performing difficult and unique requirements determination studies; identify and resolve complex issues; and make informed recommendations and decisions relating to those efforts.
2. Demonstrated ability to use technical expertise in management engineering measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise appropriate organizational structuring options for complex, diverse organizations.
3. Skill conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to evaluate effectiveness and mentor junior analyst, and to define, challenge, gain consensus, and obtain senior leadership approval on information and reports about organizational missions, functions, work and requirements.
4. Ability to use computer systems to perform highly complex data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and demonstrated skill locating and accessing information with a personal computer and software programs.
5. Expert Ability to gather, assemble, and analyze facts, and determine the correct tool to apply to difficult study scenarios; draw sound conclusions to ensure management engineering program standards are achieved; devise solutions to highly technical management engineering problems; identify changes and trends; and prepare, present, and defend complex and sometimes controversial advice, briefings and reports.
6. Proven ability to independently carry out and complete management engineering assignments; and mentor, influence, and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. Technical knowledge and hands-on experience of current Air Force weapon systems aircraft maintenance practices and procedures.
