The primary purpose of this position is: To serve as Deputy Chief, Combat Forces Division in the Directorate of Plans, Programs and Requirements at a major command (MAJCOM) ACC, sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the chief's absence, possesses the same authority and prerogatives.
Duties
Works with the Division Chief in planning, organizing, and overseeing the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide Combat Forces functions and activities.
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Serves as the command focal point for Combat Forces Management. Establishes, develops, and maintains effective working relationships with DoD, Air Staff, ACC, Multi MAJCOM, Civilian, and private industry organizations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the direction of a major command level organization that provides direction, staff advice, and assistance to subordinate installations in Combat Forces. The purpose of the work is to assess the productivity, effectiveness, and efficiency of critical program operations and analyze and direct problem resolutions in the staffing, effectiveness, and efficiency of programming objectives. Work directs science and technology investment strategies while maintaining liaison with industry, AFMC, NGB, AFRC and other research and development agencies to ensure technology demonstration efforts are aligned with stated requirements. The work involves identifying and developing ways to resolve problems or cope with issues, which directly affect the accomplishment of specific command unique goals and objectives, taking into consideration such factors as cost-effectiveness, attainment of operational goals and objectives, and rules of engagement, and international laws, etc.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Combat Forces.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or Combat Forces.
3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Must have rated tactical aviator expertise.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
