The primary purpose of this position is to exercise second level supervisory and managerial authorities as a senior technical advisor to the Air Force Manpower Analysis Agency personnel in the execution of the AF wide management engineering program mission. The incumbent is the authoritative expert in the execution of these mission areas and serves as a key liaison.

Duties

Plans, organizes, and directs the activities of the Acquisition Management Branch, ensuring that financial, human capital, acquisitions, and resource management complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate and align Division objectives with CDRUSCENTCOM Lines of Operations (LOOs) and USCENTCOM Director of Command and Control, Communications and Computer Systems (CCJ6). Exercises supervisory personnel management responsibilities. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Serves as an authoritative, recognized authority, applies Air Force Management Engineering (ME) and manpower expertise to render expert advice, and to develop, interpret, and implement policies and procedures to execute the Air Force world-wide MEP. Represents the MRS in meetings, conferences, and senior-level forums as an expert consultant and advisor. Furnishes highly advanced technical guidance, executive-level information, and advice to top-level administrative and technical agency personnel, AF/A1M, SAF/MG, other government agencies, and outside organizations. Lead/supports efforts on selected projects to develop agency and Air Force positions and plans. Deals tactfully and effectively with other high-level officials from other Air Force or federal agencies, and private industry to achieve agreement on often highly contentious, complex, technical or sensitive matters. Manages and oversees the OLs internal support functions to include administration; manpower requirements; military/civilian personnel management; military/civilian training; and the OL operating budget. Directs and/or leads special projects. Oversees and directs the internal programs and processes necessary to support assigned military and civilian personnel.

  • DOD certification as a CPI/LSS Black Belt with experience as a Black Belt and/or Green Belt trainer/mentor/coach highly desired.
  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays.
  • Twenty-five percent or more of work may require travel away from the normal duty station on military or commercial aircraft.
  • Certification in Project Management is desired.
  • Must be able to obtain and maintain the appropriate security clearance.
  • Overtime and/or emergency overtime may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes performing direction, advice, and research studies to determine manpower requirements directly impacting multiple Air Force Specialties (AFS), functional areas, and/or regions for DoD components and Air Force bases world-wide. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects, and make informed executive-level recommendations and decisions relating to those efforts. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Comprehensive knowledge of management engineering program goals and objectives, and how to leverage them to support continuous process improvement and the most effective use of military resources. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Demonstrated ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
