This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS).
Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Position works as a Product Manager in support of cost, schedule, and technical performance in support Subscale Targets and Other Government Agency personnel with providing recommendations to the Missile Defense Agency (MDA) leadership on all matters related to acquisition of program requirements across the Missile Defense System (MDS) applying MDA directives, procedures, guides, etc. such as those referenced in the Comprehensive Acquisition Process (CAP).
Provide managerial and technical skills to assist with the development and implementation of successful MDS program planning, budget development, risk management, integrated logistics, acquisition and operational policies, plans and assessments.
Serves as a Product Manager, analyst, and advisor to agency management on program analysis, annual/multi-year and long-range acquisition program planning for key agency programs. Works on comparison of actual program developments against approved plans and baselines to identify potential and actual problems.
Assists Subscale Targets Program Manager with the development and coordination of Contract Requirements Packages (CRPs) in order to translate new and ongoing engineering requirements into artifacts that can be utilized in development of Requests for Proposals.
Assists with the execution of inter-agency acquisitions as required with Other Government Agencies and support the review of
services.
Promulgate innovative solutions and methodologies across the MDA associated with the MDS.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Applying knowledge, principles and methods for developing and managing integrated technical program/project plans (cost, schedule and technical) OR
Experience with communication skills (oral and written) to senior leaders, individuals or groups as well as to Other Government Agencies OR
Experience leading people and teams to solve complex program/project problems. OR
Experience assessing validated program requirements and develop a Contracts Requirements Package or Request for Proposal; as well as lead the technical evaluation (and document evaluation) of proposals. OR
Experience with acquisition principles, regulations, policies, and processes.

Substitution of education may not be used in lieu of specialized experience for this grade level.
