The FMD provides accounting, financial, and resource management services for the Office of the Secretary of Defense (OSD), WHS, the Pentagon Force Protection Agency (PFPA), Defense Legal Services Agency (DLSA), United States Court of Appeals for the Armed Forces (U.S. CAAF), Test Resource Management Center (TRMC), and other Department of Defense (DoD) field activities.

This is a Direct Hire Public Notice for the DoD Direct-Hire Authority for Post-Secondary Students and Recent Graduates. Post-Secondary Students will be placed on term appointments NTE 16 months and may be eligible for conversion to career or career-conditional appointments within 120 days of graduation and receipt of official transcripts confirming conferred degree. Conversion is not guaranteed. Recent Graduates will be placed on career or career-conditional appointments. As a MANAGEMENT ANALYST, GS-0343-7/9/11 your typical work assignments may include the following under supervision:
Assess financial resources and operating funds for building operations, maintenance, repairs, vehicles, operating equipment, specialized services and office equipment.
Conducts in-depth analysis, maintaining complete documentation and audit trails
Assist with managing and directing a diverse array of financial business practices and administrative support functions
Analyze and advise on new and improved business and management practices.
Responsible for a variety of administrative responsibilities, administrative work processes reviews, procedural reviews, and improvement studies, etc. to provide management with recommendations for insuring optimum utilization of available resources.
Analyzes processes, systems, and applications used throughout the division. Develops and presents recommendations how to improve their efficiency and reduce the burden they have on customers and division staff.
Plans, organizes, develop studies or projects and negotiate effectively with management to accept and implement recommendations, where-in the proposals involve substantial FMD resources, require extensive changes in established concepts and procedures, or maybe in conflict with previous programming actions or leadership decisions.
Performs key work in several vital functions or services such as management analysis, reports management, security, workload management, and information technology support.
Completes and reviews reports, analyzes trends, and timeliness of processing actions.

Qualifications
You may qualify at the GS-05 level, if you fulfill one of the following qualification requirements:
A. Participation in a 4-year course of study leading to a Bachelor's degree in any field from an accredited or pre-accredited college or university; OR
B. At least 3 years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-04 level in Federal service, that demonstrates the ability to (1) analyze problems, identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing; OR
C. A combination of education and experience as listed above.
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
B. One full year of graduate level education in an accredited or pre-accredited college or university. The education must demonstrate the competencies necessary to do the work of the position; OR
C. One year of specialized experience equivalent to the GS-05 grade level in the Federal service that demonstrates your ability to: analyze discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; knowledge of accounting and budget procedures related to appropriation controls, transfer of funds, reimbursement of expenditures, refunds of administrative expenses, discounts, and handling of partial funds.; OR
D. A combination of education and experience as listed above.
You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to: analyze discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; and providing advice, assistance and analysis related to accounting and financial management; OR
B. A master's or equivalent degree in an accredited or pre-accredited college or university; OR 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B or J.D. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR
C. A combination of education and experience as listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
