You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will manage the Digital Business Directorate’s IT Strategic Communications Program, including generating the required messaging and identifying the appropriate distribution channels.
You will work directly with the Command IO and other senior managers to develop high-level communications, such as strategic plans, reports, and IT policies, for distribution to NCIS’ senior leadership team and the workforce.
You will develop communications plans and strategies, including customer documentation, in support of major IT efforts.
You will perform tasks associated with the ongoing support of the Digital Business Directorate, to include tasker management, Defense Travel System travel request approvals, contractor Common Access Card management, and customer support.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Program Manager level Advanced within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03.
- Participate in a continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning and overseeing the communications plans/strategies for new IT project and programs to minimize the disruption of on-going activities. Experience working with senior managers to develop and revise short/long range goals, objectives, priorities, and strategies for consistency with assigned mission, and guidelines from higher authority with focus on DON law enforcement. Experience establishing a continual process for identifying, engaging with, and evaluating new/existing workforce needs and the effectiveness of the directorate's products and services. Experience with recommending adjustments in communications strategies to enhance the effectiveness of the directorate's efforts; organizing/conducting meetings.
