The primary purpose of this position is to serve as a senior legal counsel in the Headquarters Air Force Acquisition Law and Litigation Directorate (AF/JAQ) advising acquisition activities serviced at the Headquarters Air Force Level, providing lasting strategic support through lessons learned and policy initiatives, and developing the acquisition law expertise of the Judge Advocate General (JAG) Corps.
Duties
GS-14 & GS-15:
Implements the organizational vision in a continuously changing environment. Supports members of the Senior Executive Service (SES), flag or general officers, and GS-15 attorneys in aligning the Air Force's acquisition law strategic initiatives with the Strategic Master Plan and Flight Plan through the development, integration, and execution of goals and achievement of acquisition objectives. Interacts with SES and flag or general officers for purposes of exchanging information regarding legal trends and exploring AF-wide implications.
Advises and assists TJAG in providing acquisition law and related commercial litigation advice at the headquarters level, consistent with AF/JAQ's mission directive, on legal issues arising out of major program source selections, other acquisitions, intergovernmental support agreement, public private partnership, and other Federal Acquisition Regulations (FAR) and non-FAR based agreements. Provides Air Staff, Air Force Program Executive Officers (PEOs), program managers, source selection decision authorities, and other acquisition professionals with comprehensive legal and related business advice and counsel on all issues arising from and/or related to all procuring activities.
Ensures the Air Force acquisition community remains agile and effective in pursuance of acquisition reform. Provides headquarters-level executive leadership and oversight of acquisition law practice within the JAG Corps world-wide.

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
GS-14:
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
GS-15:
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of four (4) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

2. Knowledge of acquisition laws, policy, regulations, practices, and procedures.
3. Ability to plan, organize, motivate and direct the functions of influential legal teams, such as a bid protest review red team.
4. Ability to communicate effectively, both orally and in writing.
5. Legal research skills using electronic media.
6. Ability to effectively build relationships by strategizing courses of actions to meet clients' needs. Must have a law degree (JD) from an accredited law school and be a member in good standing of the bar of the highest court of a state or the District of Columbia or other Federal Bar as appropriate. Must have at least three (3) years of acquisition law experience. A master of laws (LL.M.) in a related field will count for one (1) year of experience.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
