The primary purpose of this position is to serve as a legal advisor, providing support for all Contract Law Field Support Center activities.
Duties
Incumbent provides advice, counsel and representation for enterprise sourcing, field support and fraud remedies activities. Incumbent provides advice on DAF-wide acquisitions which often impacts multiyear contracts or follow on procurements and advises on significant or novel MAJCOM procurements, and on issues that cannot be resolved by other acquisition professionals.
Senior Advisor to KLFSC. To ensure compliance with statutory and regulatory requirements, customer needs, and that organizational objectives are satisfied, the incumbent frequently reviews the Contract Law FSC (KLFSC) mission, functions, and manning, identifies requirements and needs, and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space.
Provides advice on a variety of intricate issues of fact and law, incumbent must maintain proficiency in the law and policy related to the entire government acquisition life cycle as contained in a panoply of guidance documents including: statutes, regulations, and federal decision law.
Interfaces with DAF attorneys at the headquarters or Air Staff organizational level and attorneys from other services at all levels in determining best practices. Incumbent also interfaces with senior in-house corporate counsel and senior attorneys in private practice while fact-finding and representing the DAF in disputed matters.

- Incumbent must be currently licensed as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico
- Incumbent is required to file an OGE 450 (Financial Disclosure) upon appointment and will be required to file annually
- May occasionally be required to work other than normal hours
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Must be able to obtain and maintain the appropriate security clearance
- At least six (6) years of federal litigation and/or acquisition related experience with no less than 3 years acquisition related experience is desired

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Graduation from an accredited law school (J.D.) and active membership in good standing in the bar of a State or the District of Columbia.
2. Maintains proficiency in government procurement law covering the entire acquisition life cycle.
3. Knowledge of applicable federal procurement statutes, regulations (including the Federal Acquisition Regulation, Department of Defense regulations, and Air Force regulations), case law, and Executive Orders and agency policy guidance applicable to government contracting, privatization, ethics, and acquisition.
4. Skill in legal research methods, including familiarity with on-line legal databases and other agency resources.
5. Ability to clearly and effectively communicate authoritative legal advice, both verbally and in writing, concerning the various stages of contracting, acquisition and procurement management.
6. Skill in interpreting the law and applying it to specific situations and exercise of legal judgment.

Additional Conditions of Employment:
Incumbent will maintain a high degree of expertise or mastery in at least three (3) discrete subject matter areas within the following categories of acquisition law: acquisition planning, contracting methods and contract types, socioeconomic programs, general contracting requirements (e.g., intellectual property, bonds and insurance, taxes, cost accounting standards, cost principles, contract financing, protests, disputes, and appeals), special categories of contracting (e.g., major systems, research and development, construction and architect-engineering, service contracting, federal supply schedule contracting, acquisition of information technology), fraud remedies, contract management and fiscal law.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
