The primary purpose of this position is to provide complete legal services that will facilitate the United States Air Force's successful execution of its acquisitions. This position primarily requires defending the Air Force in commercial litigation related matters.

Duties

Serves As Principal Trial Attorney and Litigator. The incumbent manages a docket of matters assigned with no preliminary instructions and serves as a principal senior trial attorney in charge of the preparation and presentation of the U.S. Department of the Air Force's position in multiple federal litigation cases Maintains Highest Level of Subject Matter Expertise & Provides Legal Advice to High Level Officials. Recognized as a subject matter expert in government procurement law or applicable commercial law and has significant experience in several practice areas, such as: administrative laws; bankruptcy; bid protests; disputes, etc.

  • The nature of the incumbent's cases and legal endeavors is Type Ill (Reference: GSPS for General Attorney Series, GS-905Series, TS-18, dated May 1974)
  • The incumbent required level of responsibility is Level E (Reference: GSPS for General Attorney Series, GS-905 Series, TS18 dated May 1974
  • Periodic travel away from the normal duty station may be required
  • Overtime may be required
  • Incumbent is required to file an Office of Government Ethics (OGE) Confidential Financial Disclosure Report, upon appointment and annually thereafter
  • Employee must be able to obtain and maintain a secret security clearance as a condition of employment
  • Leave accrual may be authorized upon request
  • Advance in hire may be authorized if there is demonstrable proof on your resume

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Litigation and subject matter related expertise with the latter concentrated in areas such as: administrative law; bankruptcy; bid protests; contract administration; contract formation; copyright infringement; fiscal law; housing privatization; intellectual property; labor law; patient infringement; surety law; and/or litigation practice. Three years credit will be provided for an L.L.M in a related field 2. Highly expert knowledge of federal laws, regulations, policies, and principles related to the practice and litigation of government contract or related commercial law; and in the research methodologies and database techniques necessary to identify all applicable Federal, State and local laws. 3. Superior ability to provide authoritative legal advice; and ability to communicate effectively, both orally and in writing, with both professionals and non-professionals. 4. Superior skill in applying advanced data gathering tools, including but not limited to formal interviewing techniques, archived records retrieval and review, and formal discovery to conduct fact-finding. Superior ability to render authoritative written and legal opinions and products involving complex and difficult legal problems arising in cases and/or controversies 5. Highly expert knowledge of applicable statutes, regulations, policies, Executive Orders and federal agency instructions to cases and/or controversies; and in interpreting the law and applying it to legally complex and factually complex cases and controversies. 6. Superior ability to tactfully advise senior leadership, counsel and other agency officials on sensitive legal issues; and independent exercises of legal judgment and discretion At the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, US commonwealth, US territory, or the District of Columbia. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
