The primary purpose of this position is to provide expert legal counsel and services to Headquarters Air Force (HAF), The Judge Advocate General (TJAG). The incumbent will serve as a legal advisor for all Information Law and Civil Liberty matters to TJAG and the Director, Civil Law and Litigation, Office of the Judge Advocate General. The incumbent will serve as the principal legal advisor on all Freedom of Information Act (FOIA), Privacy Act, privacy issues, etc.
Duties
Subject matter expert on Freedom of Information Act (FOIA), Privacy Act and Civil Liberties. Provides legal advice to senior Air Staff, Secretariat, Major Command, and base level personnel on all issues pertaining to administrative law, focusing on information law (Freedom of Information Act (FOIA), Privacy Act (PA), Records Management) civil liberties, privacy issues, information technology access and related areas.
Serves as the principal advisor to and provides legal opinions, consultation, and advice to TJAG, Air Staff, the Secretariat, Major Commands, and base personnel on information, civil liberty, information technology access, publications, Freedom of Information Act, records management, and privacy law and other civil law and policy practice areas.
Represents The Judge Advocate General's office at meetings on issues related to the functional assigned areas. Creates training plans and provides training to the Air Staff, the Secretariat, Major Command, and base personnel on information, civil liberty, information technology access, publications, Freedom of Information Act, records management, and privacy law and other Civil Law and Policy division practice areas as needed.

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Graduate from an accredited law school and admission to the bar of a State or the District of Columbia. (must be active and in good standing)
2. In depth knowledge of the Freedom of Information Act, the Privacy Act, and related statutes and court decisions, with extensive experience in interpreting them and applying the law to different factual scenarios; and in depth knowledge of Federal, Department of Defense, and Air Force instructions and implementing them to prescribed duties of the position.
3. Thorough knowledge of Department of the Air Force, Department of Defense, or sister service publication process.
4. Ability to perform legal research using electronic and traditional methods. Experience in working with and briefing Department of the Air Force or sister service officials.
5. Experience and ability to gather facts and effectively evaluate and analyze them to develop evidence to support Air Force positions.
6. Ability to communicate effectively both orally and in writing. Ability and experience in supervising and leading other attorneys responsible for all information law issues, to include the FOIA, Privacy Act, and civil liberties advice.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
